1 Scope
BS 4989 specifies requirements for the size, accommodation, essential equipment, thermal insulation and safety aspects of caravans that are suitable for holiday accommodation and are intended to be sited permanently or for long periods in one position. It also specifies requirements for certain additional items of equipment and for protection against metal corrosion and timber decay. It does not include requirements for structural strength.
BS 4989 is not applicable to touring trailer caravans and motor caravans, nor to mobile homes intended for full-time residential accommodation.

2 Definitions
For the purposes of this standard the definitions given In BS 5264 apply.
3 Design
3.1 Occupancy
The occupancy of the holiday caravan shall be described by stating the number and type of double and/or single berths, e.g. one fold-away double bed, one fixed single bed, two convertible seat/bunks, two children’s bunks.
3.2 Sizes
3.2.1 All floor areas shall be calculated from internal measurements at floor level.
3.2.2 The total floor area shall be not less than 14 m2.
3.2.3 The ceiling height, measured internally, shall be not less than 1980 mm.
3.3 Accommodation
3.3.1 General. The accommodation shall provide a living area, an area for meals, a kitchen and a sleeping area or areas.
NOTE. The living and meal areas may also provide the sleeping facilities.
3.3.2 Toilet compartment. If a toilet compartment is provided it shall, when in use, have a minimum size at floor level of 1100 mm x 700 mm. If that part of the caravan used for the preparation of meals is a compartment that can be closed off from other parts of the caravan by fully closing doors, there shall be two doors, separated by a ventilated space, between It and the toilet compartment.
3.3.3 Porch. If a porch Is fitted over an external door of a caravan any external door of the porch shall open outwards and give direct access to the open air. The porch door shall

3 Design

with at least one coat of primer whose pigment shall be in accordance with C.1 of BS 5493 : 1977. Where a greater degree of protection is required for known degrees and duration of exposure, as described In tables 1 and 3 of BS 5493 : 1977, the pcotection provided shall be in accordance with BS 5493. The category of exposure and the duration for which protection is provided shall be stated in the owner’s handbook.
Where bimetallic corrosion is likely, the contact faces of dissimilar metals shall be electrically insulated from one another, or sealed against the ingress of moisture.

5 Thermal insulation
5.1 Thermal transmittance
The calculated overall U value of the caravan (including any glazed areas) shall not exceed 1.7 W/(m2 K).
NOTE. ‘LI value’ means thermal transmittance coefficient. i.e. the rate of heat transfer in watts through 1 m1 of a structure when the combined radiant and air temperature at each side of the structure differ by I K end is expressed in W/m3 K).
5.2 Condensation
Any space immediately below the external roof skin shall be ventilated to the outside air.
NOTE. Means should be provided to minimize water vapour condensing within the insulating material.
5.3 Protection of insulation
Under-floor insulation, if provided, shall be protected from attack by birds and animals.
6 Installation of services and appliances
6.1 Services
6.1.1 Electricity. Electrical installations shall comply with the Institution of Electrical Engineers’ Regulations for Electrical Installations (15th edition), particular note being taken of regulation 413-2 for earthed equipotential bonding.
6.1.2 Liquefied petroleum gas. Systems using butane or
propane gas shall be installed in accordance with BS 5482 :
Part 2.
6.1.3 Natural gas. Systems using natural gas shall be installed by a competent person as described in the Gas Safety Regulations and shall be in accordance with CP 331 : Part 3 and BS 5440 : Part 1 and Part 2.
NOTE. Particular attention is drawn to the Gas Safety Regulations 1972 and to British Gas Publication DM I ‘Code of practice for gas installations in permanently sited mobile homes, caravans and boats.
6.1.4 Oil. Oil-fired heating systems shall be installed in accordance with BS 5601 : Part 3 and BS 5410 : Part 1.
6.1.5 Water. If a water supply system, designed to be connected to the mains, is provided it shall be installed in
7 Ventilation
7.1 General
Fixed ventilation shall be provided in accordance with
8S5601 :Partl.
7.2 Larder and food storage cupboards
Each cupboard or locker designed for food storage, if provided, shall be ventilated to the external air.
7.3 Fold-away beds
If, when folded away, the mattress and bedding are totally enclosed, ventilators shall be incorporated to permit a flow of air through the enclosure. Such ventilators shall not
communicate with the air outside the caravan.
